Org. Setting and ReportingThis post is located in the Department of Political Affairs, the Counter-Terrorism Implementation Task Force (CTITF). The United Nations Counter-Terrorism Implementation Task Force (CTITF) was established by the Secretary-General in 2005. It is the United Nations designated entity to bring together into one coherent framework decades of the United Nations counter-terrorism policy and legal responses emanating from the General Assembly, Security Council and relevant United Nations Specialized agencies. The CTITF is part of the Department of Political Affairs (DPA) and is located at the United Nations Headquarters in New York. The incumbent to the post will report the Director of the CTITF Office.
ResponsibilitiesResponsibilities:
• Under the supervision of the Team Leader of the United Nations Counter Terrorism Centre's (UNCCT) Capacity Building Unit, within CTITF Office, the incumbent will be responsible for the development and implementation of capacity building projects.
• Supporting the Team Leader in development of the programmes and projects of UNCCT including preparing the annual plan of work;
• Identifying and justifying projects for UNCCT in support of implementing the UN Global Counter-Terrorism Strategy, including defining project scope, goals and deliverables that supports the objectives of UNCCT;
• Coordinating the development of projects for UNCCT, in consultation with CTITF entities, Member States, regional and sub-regional organizations;
• Analyze, evaluate and review project documents for soundness, feasibility, cost, and result-oriented implementation;
• Monitoring implementation of relevant programmes and projects of UNCCT including ensuring delivery of outcome, identifying problems, and propose actions or solutions, in collaboration with CTITF entities and other partners;
• Liaising with donors, mobilizing resources for UNCCT and providing the requested reporting materials;
• Assisting the development of annual budget for UNCCT;
• Planning and organizing UNCCT outreach missions; and
• Undertaking other tasks as appropriate.

EducationAdvanced university degree (Master’s degree or equivalent) in Political Science, Law, Public Administration, Economics, Business Administration or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work ExperienceA minimum of seven years of progressively responsible experience in Programme Coordination, Programme Management and/or related field is required. Experience in counter-terrorism policy and/or initiating a project highly desirable; fund raising, donor and high level stakeholder engagement is an advantage. Counter-terrorism capacity building and technical assistance experience desirable.
LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is an advantage.
