Org. Setting and ReportingThe Department of Field Support (DFS) is mandated to provide strategic support for the administrative, logistics and technology requirements of all United Nations field missions, including peacekeeping operations and political offices. This position is located in the Guidance Unit (GU), Quality Assurance and Information Management Section (QUAIMS), Field Personnel Division (FPD), Department of Field Support (DFS). The incumbent reports to the Chief of the Section.
ResponsibilitiesUnder delegated authority, the incumbent will be responsible for the following duties:
•Provides advice and support to managers and staff on human resources related matters.
•Prepares special reports and participates and/or leads special human resources project.
•Keeps abreast of developments in various areas of human resources.
•Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulation and rules.
•Provides advice on salary and related benefits, travel, and social security entitlements.
•Provides advice on benefits and entitlements for staff on the basis of contractual status.
•Reviews policies and procedures and recommends changes as required.
•Advises and provides counsel in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.
•Advises on local salary surveys and related allowances in field duty stations
•Assists in preparing policy papers, position papers and briefing notes on a range of human resources matters.
•Assists in the identification of conditions of service in field duty stations.
•Assists in staff-management consultations.
•Performs other related duties as assigned.

EducationAdvanced university degree (Master's degree or equivalent degree) in human resources management, business or public administration, social sciences, education or related area is required. A first level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
Work ExperienceA minimum of five (5) years of progressively responsible experience in human resources and administrative management or related area is required. Experience in advising managers and staff on the interpretation and application of human resources policies is required. Experience in a global, organization wide, administrative reform effort, including process, policy and technology change is desirable.
LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of other UN official languages is an advantage.
AssessmentEvaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
