Org. Setting and ReportingThis position is located in the Property Control and Inventory Section, within the Supply Chain Management Pillar, in the United Nations Stabilization Mission in DRC with duty station Goma. The Incumbent will report to the Chief, Property Control and Inventory Officer.
Responsibilities•Assist the Supervisor with planning of the property management operations, monitors progress through statistical analysis of database records and monthly progress reports for the Units;
•Monitors ongoing operations of the Unit, undertaking regular site visits of the field mission offices and carries out physical inspections and verification of UN property;
•Liaises with the Self Accounting Units, Procurement Section and Movement Control Section at the Mission at the mission on matters related to the Inventory Control;
•Responsible for the maintenance of accurate and auditable records, in both hard and electronic format, for accountability of the UN Property at the mission in conformance with Administrative Instructions, LSD/DFS guidelines and mission Property Management standard operating procedures;
•Assist in the utilization and enhancement, as required, of the established business intelligence and management tools to monitor and evaluate the overall progresses of the Mission’s Property Management;
•Monitors the Inventory Management database ensuring anomalies are identified in Discrepancy Reports and addressed immediately;
•Prepares periodic performance reports in line with the LSD quarterly reporting regime, reviews and ensures accuracy of data;
•Prepares accurate and auditable statistical report for management in missions and LSD/DFS and drafts correspondence, as required;
•Assist the Chief of the Unit in compilation and drafting the Standard Operating Procedures (SOP) and flow charts related to all aspects of Property Management activities within the context of the overall mandate of the Unit. Supervises and evaluates performance of staff;
•Identifies issues and implements solutions to problematic areas related to Property Management.
•Assist with the maintenance of the fixed assets register by recording information related to fixed assets, ensures accuracy and integrity of property records;
•Ensures accurate tracking of existing fixed assets, implements and monitors the periodic physical verification process;
•Assists with the preparation and verification of periodic IPSAS financial reports on PP&E and Inventory (year-end reports, monthly reports), ensures timely submission as per the LSD Guidelines.
•Performs other duties as required.

EducationHigh school diploma or equivalent.
Work ExperienceA minimum of eight years of experience in in the field of property management, property control, and asset management is required. Experience in international peacekeeping operations is desirable. Proficiency in computer applications relevant to asset management and familiarity with database management is desirable.
LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position advertised, fluency in English (both oral and written) is required; Knowledge of French is desirable.
