Summary of Key Functions:
Under the overall guidance of the Representative and Deputy Representative and under the direct supervision of the M4C Regional Project Manager, and in close coordination with the Vanuatu Country Program Coordinator, the Vanuatu M4C Project Manager is responsible for:
Management of UN Women’s M4C project in Vanuatu;
Project Monitoring and Evaluation, Knowledge Management;
Support to Communication, Partnerships and Resource Mobilization;
Project Financial and Human Resources Management.
Management of the M4C Project in Vanuatu:
Directly lead the implementation of the M4C Project at national level in Vanuatu;
Supervise M4C project staff, volunteers and consultants in Vanuatu;
Lead the formulation of the M4C Vanuatu country-based Annual Work Plan and Operational Work Plan with a view to achieve high quality, results-based and rights-based programming and to ensure programme coherence, technical integrity, as well as cooperation and coordination with other UN Women programming efforts in Vanuatu;
Closely liaise with UNDP in Vanuatu to track implementation of Outcome 2 and provide technical support and assistance as needed;
Ensure that close cooperation and coordination is maintained with project partners, including through regular and documented meetings of the Project Management Committee;
Continuously monitor the implementation of activities and budget expenditures and ensure that projects’ implementation is in line with agreed upon work plans and related time frames;
Prepare technical background documents and briefs within the context of UN Women's work on markets in the region;
Work closely with governmental and local partners to ensure ownership and delivery of projects’ results;
Create linkages and synergies between M4C project and other UN Women programmes and projects to maximize impact for targeted beneficiaries;
Produce monthly internal delivery reports.
Project Monitoring and Evaluation, Knowledge Management:
Supervise the implementation of the Monitoring and Evaluation Framework in Vanuatu;
Ensure evidence based and disaggregated data collection throughout the project implementation cycle;
Monitor project progress against performance indicators and suggest timely action and/or decisions as required;
Ensure timely and high quality contribution of Vanuatu M4C project to the quarterly and annual reporting under UN Women’s corporate Results Management System;
Ensure timely and high quality contribution of Vanuatu M4C to regional M4C donor reporting;
Support Vanuatu component of M4C project evaluations;
Identify lessons learned and areas of emphasis to guide project improvements and future strategic development planning in Vanuatu;
Contribute to the preparation of UN Women reports and knowledge products as required, ensuring relevancy, quality and appropriateness of content and presentation.
Support to Communication, Partnerships and Resource Mobilization:
Supervise M4C communication efforts in Vanuatu to ensure ongoing and substantive communication about the Markets for Change Project with media, partners as well as current and potential donors;
In partnership with the Vanuatu Country Program Coordinator liaise with governments, parters, stakeholder and donors at technical level;
In partnership with the Vanuatu Country Program Coordinator, ensure regular briefing of DFAT at technical level on project implementation;
Identify strategic opportunities for resource mobilization or other forms of programming partnerships to allow for Markets for Change Project expansion in Vanuatu;
Prepare substantive briefs on possible areas of cooperation, analyze and research information on relevant donors in countries and support the identification of opportunities for cost-sharing;
Support the formulation of high quality donor proposals as needed.
Project Financial and Human Resource Management:
Ensure that the M4C Project in Vanuatu has the human and financial resources and capacities needed to deliver on Project commitments;
Supervise the management and administration of the M4C Project resources in country to ensure proper utilization of allocated funds and accountability in compliance with UN Women financial rules, regulations, and procedures;
Develop the annual procurement plan for M4C Vanuatu and ensure continuous monitoring of the plan against project implementation;
Manage the M4C Vanuatu staff in an empowering and effective manner, including through regular documented team meetings;
Provide clear direction and monitor performance of the teams working on the M4C Project in Vanautu based on specific benchmarks;
Support the development of terms of reference/job descriptions for new staff, consultants and Provide constant briefing/debriefing of senior management, staff and project teams on issues relating to area of work.
Impact of Results
The overall impact of the M4C Project Manager’s portfolio will manifest in terms of: improved services and facilities for women, enhanced capacities among national stakeholders, better informed and engaged partners and donors, increased visibility and impact of the work of UN Women in the field of women’s economic empowerment. The key results have an impact on the efficiency, effectiveness and overall quality of delivery of the M4C project. Proper management and execution of the project in addition to provision of support to strategic and policy development will ultimately enhance the capacity of the M4C project’s teams and programmes and promote the image of UN Women as an effective contributor to women’s rights and protection in Vanuatu.
